Three former daycare workers at Hill Air Force Base face federal misdemeanor charges after allegedly assaulting toddlers and young children in their care.

The U.S. Attorney's Office for the District of Utah announced Oct. 1 that three women were charged Sept. 16 with multiple counts of simple assault of a victim under 16. The alleged abuse took place at the Hill Air Force Base Child Development Center between December 2022 and February 2023. Hill Air Force Base is a major Davis County employer, and the on-base daycare serves military and civilian families.

The defendants are Karlie Brook Rainey, 29, of Clearfield; Patricia Michelle Davis, 28, of Layton; and Allison Shea Ferdon, 32, of Carrollton, Virginia.

Rainey allegedly covered a crying child's face with a pillow, pushed the child's face into the floor and pinned the child in a corner for more than 20 minutes. She also allegedly pulled the child's hair and dragged her by the arm during incidents on Dec. 28 and 29, 2022. She faces eight counts involving one child, according to the Standard-Examiner.

Federal prosecutors wrote in a detention motion that Rainey "was a mother herself. And she knew better," according to KSL. After the Air Force discovered the alleged misconduct, Rainey was placed on administrative leave and removed from her position, prosecutors said.

Davis allegedly shoved, pushed and roughly handled children in January and February 2023. In one incident captured on video, she allegedly pushed a toddler hard enough that the child appeared partially airborne, court documents state. In another, she allegedly laid a child on the floor with enough force that the child's head bounced off the ground. Davis faces 11 counts involving four children.

Ferdon allegedly grabbed and yanked children multiple times between Jan. 5 and Feb. 16, 2023. She is accused of spraying a child in the face, using one child's hand to hit another child and lowering a child over a trash can as if to throw her away. Ferdon faces eight counts involving six children.

Many of the alleged incidents were caught on video at the daycare, according to court documents.

U.S. Attorney Melissa Holyoak said her office would not tolerate abuse against children and pledged to pursue justice for the affected families.

The Hill Air Force Base Office of Special Investigations is handling the case. Assistant U.S. Attorneys Sachi Jepson and Todd C. Bouton are prosecuting.

Davis is scheduled for arraignment Oct. 7 at the Orrin G. Hatch U.S. District Courthouse in Salt Lake City. Ferdon's arraignment is set for Oct. 8, and Rainey's for Oct. 15.

Defense attorneys for the three women had not commented publicly as of Oct. 1. Hill Air Force Base had not issued a public response.
