West Bountiful's City Council and Planning Commission will review updated housing plans for 88 acres in the city's south end Tuesday, Oct. 6. Ivory Homes and Cirrus Group will present revised development concepts at a 6 p.m. work session at city offices, 550 North 800 West.

No vote is scheduled on the development.

The presentation follows a July public meeting where city officials introduced a concept called Providence, a mix of townhomes, condos and single-family homes on the same stretch of southern West Bountiful. Ivory Homes owns an 85.5-acre parcel in the area called Belmont and has begun developing small portions along its eastern boundary, the Davis Journal reported in July.

City Administrator Duane Huffman framed the stakes at that July meeting. "For 20 years, 30 years, 40 years this has been zoned either agricultural, low density, one acre," Huffman said. "What's changed?" No formal applications had been submitted as of July.

The Oct. 6 agenda names Cirrus Group as a co-presenter alongside Ivory Homes. A July Davis Journal article identified the second property owner as Seddie, LLC. Whether Cirrus Group is the same entity, a successor or a new partner is unclear from public records.

Both the council and the Planning Commission, chaired by Robert Merrick, will attend the work session.

Grazing lease and golf mower on the regular agenda

The council's 7:30 p.m. regular meeting includes a vote on leasing a 4.11-acre city-owned parcel in the Jessi's Meadows subdivision for farm animal grazing. The one-year lease would cost $1,000, with options for successive renewals at $50 annual increases. The city can terminate with 60 days' notice.

The parcel, called Lot A, sits west of 855 North and 815 North on Jessi's Meadows Drive. The city leased the same land for grazing in 2014 and 2016, according to the council's meeting packet. A neighboring property owner recently asked to lease it again. The proposed tenant must carry at least $1 million in liability insurance naming the city as an additional insured.

Council members will also vote on a $20,000 purchase of a used Toro 3500 Sidewinder rough mower for Lakeside Golf Course. The mower has about 1,500 hours of use and an estimated 10 to 15 years of life remaining. Staff say it is needed to reach rough areas too small for the city's larger mower.

The purchase would come from a $107,000 Golf Fund line item for equipment replacement in fiscal year 2026-27. The city already spent $40,000 from that fund on a used fairway mower earlier this fiscal year. If approved, the combined total would reach $60,000. West Bountiful's procurement code requires council approval for any expenditure of $10,000 or more.

ADU ordinance finalized Sept. 15

The council will also consider approving minutes from its Sept. 15 meeting. At that session, all five members unanimously adopted Ordinance 515-26, updating the city's accessory dwelling unit rules.

The ordinance sets a minimum lot size of 11,000 square feet for detached ADUs. It caps their size at 50% of the primary structure's footprint or 1,000 square feet, whichever is less. It also removes a requirement that a detached ADU's sewer line connect to the main home's line.

Council members James Ahlstrom, Dell Butterfield, Kelly Enquist, Jenn Nielsen and Julie Thompson all voted aye. Mayor Ken Romney was excused; Mayor Pro-Tem Ahlstrom presided.

The regular meeting may also include a closed session. Residents can attend in person at 550 North 800 West in West Bountiful.
