Robert M. Moesinger, an independent candidate, is running for U.S. House of Representatives in Utah's 2nd Congressional District in the Nov. 3, 2026, general election. He is certified for the ballot, according to BallotReady election data.
Asked why he is running, Moesinger said in our candidate questionnaire: "I believe our two-party political system brings out the worst in our elected representatives. We repeatedly elect intelligent, well-intentioned people and then place them in a party structure that rewards polarization, fundraising, partisan loyalty, and obstruction."
The race is crowded. Other candidates are Blake D. Moore (Republican), Carlton E. Bowen (Independent), Daniel Rhead Cottam (Libertarian) and Peter Crosby (Democratic).
Candidate information
Residence: Ogden, Utah, according to his campaign website.
Party affiliation: Moesinger said in our questionnaire: "Unaffiliated. That choice is deliberate. My campaign is explicitly about reducing the two major parties' monopoly over political competition, so seeking one of their nominations would undermine the argument I am making."
Family: Moesinger said: "I'm a husband, son, and father … My family is the most important part of my life. Outside of work and the campaign, I enjoy board games, playing Ultimate Frisbee, and reading with my children."
Education: Master's degree in biomedical engineering from the University of Utah (2018), according to BallotReady.
Asked about his occupation, Moesinger said in our questionnaire: "I am an automation engineer for Fresenius Medical Care, working in a saline-bag manufacturing plant. My job involves troubleshooting manufacturing systems, studying data, working with production personnel, identifying the causes of recurring problems, and redesigning processes so they work more reliably."
Asked about previous elected or appointed offices, Moesinger said: "None. I am not a career politician, and that is important to my reason for running."
On the issues
Top priority — electoral reform: Moesinger said in our questionnaire: "I support the core reforms contained in the Fair Representation Act: ranked-choice voting and multi-member congressional districts. I would work to build a genuinely cross-partisan version capable of creating durable multiparty competition."
Immigration and border security: Moesinger said: "I support stronger border management, faster and more predictable asylum decisions, and serious enforcement against trafficking and abuse." He said the bipartisan Dignity Act of 2025 "contains elements of the approach I favor."
Health care: Moesinger said: "Our health-care system combines enormous public spending with many of the least competitive features of a private market. I think that is the worst of both worlds." He said he supports "greater price transparency, increased competition, and pharmacy-benefit-manager reforms."
Federal spending, taxes and debt: Moesinger said: "The debt cannot be addressed honestly while declaring Social Security, Medicare, Medicaid, defense, and taxes untouchable." He said he favors "a combination of spending restraint and additional revenue."
Energy and the environment: Moesinger said: "I reject the idea that we must choose between 'renewables' and 'fossil fuels.' A resilient grid requires a diverse portfolio." He said Congress should "modernize unnecessarily slow permitting, invest in research and grid infrastructure, and allow technologies to compete on reliability, affordability, safety, and environmental performance."
Housing and cost of living: Moesinger said: "Housing is a clear affordability problem, because supply has not kept pace with demand in many growing communities. Government cannot simply subsidize its way out of a housing shortage."
National security and Iran: Moesinger said: "Any sustained offensive military campaign against Iran should have explicit congressional authorization defining its objective, scope, and limits."
