Bret Millburn, an unaffiliated candidate and former Davis County commissioner, held 35,712 votes, or 51.3%, in the race for Davis County Commission Seat B on Tuesday, Nov. 3. Republican Susan Lee trailed with 33,837 votes, or 48.7%, a margin of 1,875 votes. The count is not complete, according to unofficial results from Davis County Clerk, Elections.
Lee won the Republican nomination in the June primary, defeating incumbent Lorene Kamalu, according to Utah Politics. Millburn entered the general election as an unaffiliated candidate.
What was at stake
The Davis County Commission is a three-member body that oversees executive and legislative functions for the county's roughly 380,000 residents, according to the county's website. Commissioners levy taxes, adopt ordinances and set policy. Their budget comes from property taxes.
The key issues:
- County spending and taxes: The commission passed a 14.9% property tax increase, according to the Standard-Examiner. Lee, who holds an accounting degree, campaigned on fiscal responsibility and said she believed there was "a major spending problem." Millburn's campaign site emphasized taxpayer focus and fiscal prioritization.
- Leadership stability: Millburn's campaign cited "significant turmoil" on the commission and pitched his prior experience as a commissioner as an asset. Commissioner Bob Stevenson left the seat to run for the state Legislature, according to the Network of Utah Moderates.
- Governance approach: Lee ran as a conservative Republican. Millburn ran as unaffiliated, stating on his campaign site that he was "running to represent every resident of Davis County."
A little history
Millburn grew up in Bountiful and lives in Centerville, according to his campaign site. He previously served as a Davis County commissioner and also worked at the Utah State Auditor's Office and as Draper City assistant city manager.
Lee has lived in Davis County for more than 55 years, according to her campaign site. She served on the Kaysville City Council from 2014 to 2018 and held several local Republican Party leadership positions. Lee is the mother of former state Rep. Trevor Lee, who resigned in September after being charged with four felony counts of fraud and forgery, according to the Salt Lake Tribune.
The seat was held by Kamalu, who had served as commissioner since 2019, according to the Network of Utah Moderates.
What's next
The results remain unofficial until the canvass is complete. The Davis County elections office lists Nov. 17 as the canvass date. Under Utah law, a candidate may request a state-funded recount when the margin is 0.25% or less of total votes cast, according to Democracy Sentry.
