The Bountiful City Council will review a proposed 10.8-mile trail and vote on more than $242,000 in infrastructure contracts at its Tuesday, Sept. 8, meeting at City Hall, 795 South Main St.

The work session at 6 p.m. centers on the South Davis Greenway Feasibility Study, a plan for a shared-use path connecting North Salt Lake to Farmington. The regular session at 7 p.m. includes four spending items tied to UDOT's I-15 reconstruction.

Greenway: presentation first, vote later

Planning Director Francisco Astorga will present the greenway study, prepared by consulting firm Kimley-Horn. About 3.96 miles of the recommended route falls within Bountiful, generally along Orchard Drive and 200 West.

No vote is expected Tuesday. According to the meeting packet, staff recommends the council hear the presentation and discuss the study, with a formal vote on acceptance at a regular meeting in the coming weeks.

Bountiful is the last of the four participating cities to review the report. North Salt Lake accepted it on Aug. 18. According to the Bountiful staff report, Centerville and Farmington each voted unanimously to accept the report on Sept. 1.

Acceptance would not commit Bountiful to funding or approve a final design. It would signal regional support and strengthen the project's competitiveness for state funding through the Utah Trail Network, which included the greenway in its master plan in fall 2025.

The study was funded by a Wasatch Front Regional Council grant. Each city contributed a $7,500 local match toward the roughly $145,000 consultant budget, with $115,000 coming from the grant.

At a May 12 work session, Kimley-Horn project manager Brent Crowther told the council the next chance to apply for Utah Trail Network funding is March 2027. He said "the project would likely not be ready for implementation until 2030 or 2031 and hopefully not take more than ten years to complete."

Council members at that May session raised questions about the route's effects on businesses and homes, future maintenance costs, parking and which users would be allowed on the path.

I-15 contracts: poles, switchgear and engineering

The regular session agenda includes four votes tied to Bountiful's power infrastructure work for the UDOT I-15 Reconstruction Project, which covers I-15 from Salt Lake City to Farmington. Power Director Allen Johnson is presenting all four items.

The largest is a $138,016 bid from TAPP for transmission steel poles. The council will also consider $33,612 for power poles from Stella-Jones, $27,500 for pad-mounted switchgear from Irby and a $43,300 addition to the city's engineering contract with ECI. That addition would bring ECI's total contract to $207,000, up from the $163,700 the council approved unanimously on Nov. 25, 2025.

When the council approved the original ECI contract on Nov. 25, 2025, Johnson said the power pole relocation between Pages Lane and Parrish Lane on the frontage road would be finished before spring 2027, ahead of UDOT's construction start. He said the state would reimburse the city for material costs.
