Davis County residents who want a say in how the county finances its first permanent supportive housing project have two deadlines approaching: one Monday and another Friday.

The county commission will vote Tuesday, Aug. 11, on whether to schedule a special public hearing for Friday, Aug. 14, at 1 p.m. at the Davis County Administration Building in Farmington. That hearing would take public comment on the county's application for a $4.7 million Section 108 Loan Guarantee from the U.S. Department of Housing and Urban Development, which would fund a planned 60-unit supportive housing facility on five acres in Clearfield.

The Aug. 14 hearing is a federal requirement before HUD will accept the loan application.

Separately, residents who want to comment on Tuesday's regular meeting agenda, which includes ratification of the $4 million land purchase contract for the Clearfield site, must email [email protected] by 5 p.m. Monday, Aug. 10. Comments can also be made in person at the 10 a.m. meeting in Suite 303 of the administration building, 61 South Main St., Farmington.

What the housing project involves

The county is seeking the HUD loan to buy a five-acre parcel north of the Tanner building in Clearfield and west of Workforce Services, then develop it into permanent supportive housing for people experiencing homelessness. The land contract alone is $4 million; the full $4.7 million loan would also cover development costs, according to Davis Journal reporting from July 28.

"We want to get upstream of homelessness," Community and Economic Development Director Kent Andersen told the commission on July 28, when it first approved the purchase contract. Andersen said the county would partner with a developer through a request for proposals and hoped to complete the project within three years.

The facility would serve as a Code Blue referral site, permanently housing people who use the county's temporary cold-weather shelters between October and April. It would not exceed 60 units.

Other items on Tuesday's agenda

The commission will also consider:

  • An ordinance amending Davis County's real property tax sale procedures (ORD #2026-0002)
  • A three-year, $50,656-per-year fire services agreement with North Davis Fire District running July 1, 2026, through June 30, 2029
  • A $145,400 contract with Bowen Construction for concrete box culvert work on the Deuel Creek Project
  • Cancellation of the Aug. 18 work session and regular meeting
