Davis County taxpayers will foot a $50,656 annual bill for fire coverage in unincorporated parts of north Davis County under a three-year deal headed to the commission for a vote Tuesday, Aug. 11.
The interlocal cooperation agreement with North Davis Fire District, listed as Resolution #2026-26 on the commission's agenda packet, runs through June 30, 2029, totaling $151,968. Chief Deputy Arnold Butcher of the Davis County Sheriff's Office recommended the item.
The deal is retroactive. Its start date is July 1, 2026, more than five weeks before the scheduled vote. North Davis Fire District Chief Mark Becraft outlined the framework at the district's June 18 board meeting, saying the county would pay roughly $50,000 for one year of coverage, after which the district could begin annexing the unincorporated territory.
"Davis County is considering paying the District approximately $50,000 for 1-year of coverage," Becraft told the North Davis Fire District board on June 18. "Then after one-year of coverage, NDFD can proceed with the process to annex the unincorporated area."
The agreement is separate from the South Davis Metro Fire governance debate that has dominated recent coverage in Bountiful, Centerville and Woods Cross. North Davis Fire District serves West Point, Clearfield, Clinton, Sunset and Syracuse.
$145,400 for Deuel Creek culvert work
Commissioners will also consider a $145,400 contract with Bowen Construction Co. for cast-in-place concrete box culvert sections on the Deuel Creek Project, with work running through Dec. 31. Public Works Director Adam Wright recommended the contract.
Wright described Deuel Creek as a $1.5 million project in its second phase at the commission's July 14 work session. He noted at that meeting that a budget transfer from the Deuel Creek Contingency Fund to enclose 300 feet of a mosquito abatement channel puts pressure on the project's overall budget.
Tax sale ordinance and other business
The commission will ratify Ordinance #2026-0002, amending Title 3, Chapter 10 of the Davis County Code governing real property tax sale procedures. County Controller Scott Parke recommended the item, which carries no financial impact. The specific changes to the code have not been made public in the agenda packet.
The 20-item agenda also includes ratification of an updated $4 million real estate purchase contract for permanent supportive housing in Clearfield, which we reported July 29, and cancellation of the Aug. 18 meetings. A special meeting is set for Friday, Aug. 14 at 1 p.m. for a public hearing on the related HUD Section 108 loan application.
