Davis County Clerk Brian McKenzie certified the Nov. 3 general election ballot on Aug. 31, locking in four school board races, two constitutional amendments and a $16.5 million Kaysville fire station bond.

McKenzie signed the certification in Farmington under Utah Code 20a-5a-210. The document finalizes every candidate and ballot question for the countywide election on Tuesday, Nov. 3.

School board

Four Davis School Board seats are on the ballot, each carrying a four-year term. In District 3, Julie Powell and Alison R. Dunn will face each other in a nonpartisan race. Districts 5, 6 and 7 also have contested seats, according to the amended notice of election, but formatting errors in the certification document make some candidate names unreadable. The Clerk's Office can confirm those names at (801) 451-3213.

County offices

County Commissioner Seat B features a contested race between Bret Millburn, running as unaffiliated, and Republican Susan Lee. Several countywide offices are uncontested: Kendalyn Harris (Republican) for Commissioner Seat A, Troy Rawlings (Republican) for county attorney, Jon Atkin (Republican) for sheriff and McKenzie himself (Republican) for clerk. The county controller race pits Democrat Stephanie Wayment against Republican Scott Parke.

Constitutional amendments

Two amendments passed by the Utah Legislature will appear statewide. Amendment A would shift how proposed constitutional amendments are published, replacing newspaper publication with 60 days of posting on the Utah Public Notice Website and the lieutenant governor's website. Amendment B would require citizen-proposed laws that raise taxes to win at least 60% of the vote instead of a simple majority.

Kaysville fire station bond

Kaysville residents face a bond question asking whether the city should issue up to $16.5 million in general obligation bonds to build and equip a new fire station. The certification estimates the cost at about $307 per year on a $711,000 primary residence, combining debt service and operating expenses. For a business property of the same value, the estimated annual cost is roughly $558.

Other races

The ballot includes U.S. House District 2, where five candidates are certified: Peter Daniel Blake (Democratic), Robert M. D. Carlton (Libertarian), Crosby Cottam (Unaffiliated), Blake D. Moore (Republican) and Carlton E. Bowen (Independent American). Three state Senate districts, state House District 13, State Board of Education District 4 and more than a dozen judicial retention elections round out the ballot. Among the retention races: Utah Supreme Court Justice Jill M. Pohlman and several Court of Appeals and Second District Court judges.

Ballot processing is scheduled for Nov. 9 and Nov. 10, starting at about 8:30 a.m. each day. Public viewing is welcome; call ahead at (801) 451-3213 to confirm. The Davis County Clerk's Office is at 61 South Main St. in Farmington, open Monday through Friday, 8 a.m. to 5 p.m.
