Bountiful's ten-year capital plan has more projects than city staff can handle in any single year, and on Tuesday, Aug. 25, the City Council will try to decide which ones come first.

City Manager Gary Hill will lead a work-session discussion asking council members to rank priorities across parks, streets, water, power and stormwater projects. The session begins at 5:30 p.m. at City Hall, 795 South Main St., opening with a Youth Council Induction Ceremony led by City Recorder Sophia Ward before Hill's prioritization discussion.

In his staff report, Hill wrote that the adopted Long Term Capital Plan contains more projects than city staff can complete in a given fiscal year, and that staff is seeking council direction on which projects should be considered the highest priorities for implementation. The report was prepared with input from the Parks, Engineering, Power, Water and Streets/Stormwater/Sanitation departments.

The stakes are real. The list of fiscal year 2027 projects already underway includes the Fools Gold, Kinglet and Big Rock hiking trails, an ice ribbon lighting panel, irrigation controller upgrades, WiFi at Town Square, pedestrian crossings at 4th North and 5th South, Phase I of the 800 East reconstruction and the Maple Ridge Drive slope stabilization. Projects not yet started include the 400 North Park stage improvements, Mueller Park fields and lights, a greenhouse, a cemetery healing garden and storm drain work at 1800 South and 3400 South.

$135,521 in equipment purchases

After the work session, the council's 7:00 p.m. regular meeting includes votes on $135,521 in equipment:

• Three trucks from Salt Lake Valley Ram and Young Ford of Ogden, totaling $50,197, presented by Kraig Christensen.
• Two Toro Workman HDX 4WD heavy-duty work carts from Turf Equipment, totaling $85,324, presented by Parks Director Brock Hill.

The purchases follow a July 14 meeting at which the council approved more than $1.6 million in capital equipment, including a $596,839 Roadtec highway-class paver, a $382,819 refuse truck, a $351,183 street sweeper and a $68,174 Bobcat skid steer loader. Mayor Kate Bradshaw presided at that session with council members Millie Segura Bahr, Dan Bell, Beth Child and Matt Murri present; Councilmember Richard Higginson was excused.

Other business

The council will also consider releasing public utility easements along the common lot line of 1466 E. 250 North, presented by City Engineer Lloyd Cheney.

Residents can comment at the podium during the regular session, limited to two minutes per speaker and ten minutes total. The meeting will also stream on the city's website, bountifulutah.gov, with a link posted about an hour before the session starts.
