Bountiful City is looking for a contractor to build a new retaining wall, with sealed bids due by 2 p.m. Tuesday, August 18.

City Engineer Lloyd N. Cheney signed the notice to contractors, which invites proposals for the "2026 Retaining Wall Project." Bids can be submitted in person at the Engineering Department office at 795 South Main St. or electronically through the state's U3P Bonfire eProcurement website.

The city will open all bids and read them aloud at the Engineering Department office immediately after the deadline closes on August 18. A contract award decision is expected within seven days of the opening, putting the likely award date around Tuesday, August 25.

What contractors need to know

Each bid must include a certified check, cashier's check, or bid bond from a surety company equal to at least 5% of the total bid amount, made payable to the City of Bountiful. The winning contractor must furnish a performance bond within 15 days of being notified of the award.

Project drawings and specifications are available by emailing the Bountiful City Engineering Department or through the Bonfire eProcurement site.

Bountiful City reserves the right to reject any or all bids.

Prior retaining wall work

The project continues a string of retaining wall work the city has undertaken in recent years. In 2025, Cheney's department built a retaining wall on 1800 South to stabilize a slope failure. The City Council also approved a separate contract with Taylor Electric for a retaining wall on Mueller Park Road that same year.

The city's adopted policy priorities list infrastructure maintenance as a Tier 2 goal, with an emphasis on staying ahead of the maintenance curve and long-term capital planning.

The bid solicitation does not specify the wall's location or an estimated project cost. Those details may emerge after bids are opened on August 18.
